SAFETY AND CONDUCT

1. Participants are expected to follow all applicable laws and rules for safe boating, including those regarding USCG equipment requirements.

2. Participants are expected to follow all applicable laws pertaining to the taking of marine fish.

3. Participants are expected to follow high standards of sportsmanship and courtesy. Any participant who exhibits threatening behavior or who otherwise engages in disorderly, illegal or improper conduct of any kind is subject to immediate disqualification from the Tournament.

4. All fish must adhere to recreational size and bag limits of the State of Florida.

5. Willful violations of marine laws or other violations of safe and proper conduct may lead to disqualification.

Registration may be completed in advance by mail, online, in person at selected locations, or by telephone as indicated on the registration form.

No refunds will be given. Entrants in the tournament register by individuals.

Online registration closes at midnight on Thursday, April 27. Registration will resume at the Captains Meeting at 4:30 PM and close at 7:30 PM. No entries will be accepted after 7:30PM at the Captains Meeting.
 
The rules of this tournament may be amended verbally or in writing at the Captains Meeting. Anglers are responsible for knowing all the rules. It is mandatory that one person per boat in the Recreation and Kayak Divisions attend the Captains Meeting. Dinner and entertainment will be provided. There will be a full cash bar.

Any Youth who is registered in the Youth Division and WEIGHS IN will have his/her name entered once and will be eligible to win one of the following:
First Prize - 12-foot G-3 Jon Boat, 4-HP Yamaha Outboard and 12-foot Galvanized Trailer ($3,295 Value)
Second Prize – Rod and Reel ($300 Value)
Third Prize – Rod and Reel ($300 Value)

Youths Must Be Present To Win these Prizes

LADY ANGLERS
Any Lady Angler, who is registered in the Recreation or Kayak Division and WEIGHS IN, will be eligible for a drawing to win one of three prize packages. Female anglers registered in the Youth Division are not eligible. Lady Angler Must Be Present To Win the Prize Package

SEATOW MEMBER - Weigh A Fish Win $1000
SeaTow member must sign in at the SeaTow Booth at the Captains Meeting or at the tournament before weighing in or checking in a fish.

All SeaTow members who are registered in the Recreation or Kayak Division and weighs in or checks in an eligible fish will be eligible for the drawing to win $1000 cash. SeaTow Angler Must Be Present To Win


Scoring of all fish will be by weight.
 
Drawings will be at tournament awards on Sunday, April 30, 2017, for all divisions and fish categories. Youth awards will be held first. Individual anglers may hold only one place at a time in a single category. (Saturday Payouts will be held immediately after weigh-in closes at 6:00 PM Saturday, April 29, 2017)
 
Cancellation: In the event of only a single entry in a division, competition in that division will be considered terminated and we will refund the entrant's registration fee in full.
 
Changes due to State and Federal Regulations may be made to any categories


JACKPOTS

KINGFISH JACKPOT - $100 (per boat) – Payout will be $4,000 for the largest Kingfish.
 
TROUT JACKPOT - $75 (per boat) – Payout will be $2,000 for the largest Trout.
 
RED FISH JACKPOT - $40 (per boat) – Payout for this jackpot $750 for the Red Fish with the most spots. SPONSORED by SUNSECT
 
GAG GROUPER JACKPOT - $40 (per boat) – Payout will be $750 for the Gag Grouper weighing the exact target weight or the closest weight over the target.  Target Weight will be announced at the Captains Meeting. SPONSORED by SUNSECT
 
RED GROUPER JACKPOT - $100 (per boat) – Payout will be 100% of all entry fees collected for this jackpot to the largest Red Grouper
 
KAYAK ONLY TROUT JACKPOT - $25 (per boat) – Payout will be a Hobie Outback Kayak Value $2500.  This jackpot is open to registered anglers in the Kayak Division only.  Prize will go to the Kayak angler with the largest Trout.

FISH DROP OFF - Clark Drive from Division St. to Woolley Park entrance will be one-way traffic coming from Rock Landing.  You may drop your fish at the park entrance and then go park. Signs will be posted and traffic/parking assistance will be onsite.  
 
Saturday payouts
- you must be in line with your fish by 6:00 PM EDT on Saturday, April, 29, 2017
 
Final Weigh-In - You must be in line with your fish by 4:00PM EDT on Sunday, April 30, 2017.


RULINGS AND RULES COMPLIANCE

The rules of this tournament may be amended verbally or in writing at the Captains Meeting. Anglers are responsible for knowing all the rules.
 
This is a Recreational Tournament.

All anglers in a boat in the Recreation Division must be registered in the tournament.
 
You may only register in one division.
 
Tournament fishing hours begin (First Lines in the Water) at 5:30AM EDT on Saturday, April 29, 2017. All fishing in all divisions continues without interruption until 4:00PM EDT on Sunday, April 30, 2017. All entries must be weighed at the Woolley Park in Panacea.

FISHING AREAS Departure points: Tournament entrants must depart from a port within the boundaries of Steinhatchee to Mexico Beach.
 
Anglers may only win one place in each division. You can place in more than one fish category but you cannot win more than one place per fish category.
 
All fish presented for weigh-in must be fresh, in edible condition, and must not have been frozen, and must be caught during tournament fishing hours. Acceptability of fish will be determined by the Tournament Judge. All fish must adhere to recreational size and bag limits of the State of Florida.
 
Fish must have been caught personally by the registered entrant who is credited with the catch, using legal methods during legal hours of fishing tournament. Any angler that wins a prize may be subject to a polygraph test (lie-detector). The Tournament reserves the right to amend the lengths and/or remove any fish from competition, without notice, at any time in order to comply with federal and/or state requirements.
 
Anglers must hook and fight their own fish on a single rod and reel. All fish must be caught on rod and reel. Electric reels are allowed. Deck mounted winch devices ("one-armed bandits") are prohibited. Live bait is permitted.
 
It is the responsibility of the angler to ensure that all foreign objects are removed from the fish.  Such objects shall include, but are not limited to:  hooks, leaders, ice, and weights.  Hooks or bait that have passed through the mouth and into the gullet may be left in place.


Handling: Fish qualifying for places on any of the tournament competition leader boards will be documented with the official weight and Angler Name, gut checked and released to the angler. We will not keep any fish this year, however there will be someone on site who will clean your fish for a fee; or will take the fish if you do not wish to keep them.
 
Removal: Entrants are responsible for removing their catch .

Lie Detector (polygraph) tests will be administered to randomly selected anglers at the tournament board's discretion. Individuals selected for the polygraph test must pass all portions of the test to be eligible to receive any prize.  Failure to do so for any reason will result in immediate disqualification. 
 
Rule violations, the eligibility of entrants or entered fish, disqualifications, and any other matters not specifically covered by these rules will be decided by the Tournament Judge in consultation with the Tournament Chairman. The Tournament Judge may disqualify any person who commits any violation of tournament rules. Decisions of the Tournament Judge are final and non-negotiable for all entrants.
 
Protests of any nature must be submitted to the Tournament Chairman in writing at the time the fish is being weighed. No protests will be accepted once a fish has been weighed and left the stage. Protests must be accompanied by a cash deposit of $100.00 to be binding on the outcome of this tournament. An unsuccessful protest will forfeit the $100.00 deposit.
 
Tournament winners will be awarded their prizes during the ceremonies held immediately after final weigh-in at center stage. In the event of a tie in weight, the winner shall be determined by the earliest weigh-in time.


TOURNAMENT SOUVENIRS

Short sleeve and long sleeve Rock the Dock shirts along with other souvenirs can be purchased at the event.


ANGLER BAGS

SeaTow Bags will be given out on a “first come” basis and will be given out to the first 500 entrants going through registration (either paying or checking in) at the Captains Meeting. Registration will be open from 4:30PM to 7:30PM at the Captains Meeting.


WEATHER CONTINGENCY

The tournament will not be canceled or postponed due to weather or sea conditions. Entry fees are non-refundable.


TOURNAMENT ORGANIZATION

Tournament Officials, Panacea Waterfronts Florida Partnership Members, Tournament Committee Members, Wakulla County Board of County Commissioners, Wakulla County Parks & Recreation Department, and all other persons directly or indirectly connected with the operation of the tournament are exempt from any liability for loss, damage, injury, negligence, or harm to any entrant or equipment which may occur during the tournament.
 
The Panacea Waterfronts Florida Partnership is a community based organization designated by the State of Florida, Department of Community Affairs, and Waterfronts Florida Program for the purpose of planning, design, beautification, and revitalization of the coastal community of Panacea. Funds raised from this Tournament will benefit the revitalization of projects of the Panacea Area and further the goals of the Partnership for assuring public access to the waterfront.
